hu expounds china's stance on apec's future development
chinese president hu jintao pledged sunday in santiago to support the asia-pacific economic cooperation (apec) to strengthen counter-terrorism cooperation and create peaceful and stable regional environment.
hu made the pledge when speaking at retreat ii of the 12th apec economic leaders' meeting in the chilean capital. he expounded china's stance on asia-pacific regional cooperation and apec's future development in his speech.
the two-day apec economic leaders' meeting kicked off saturday amid tight security under the theme of "one community, our future".
the chinese president arrived at chile's presidential palace at 09:20 a.m. (local time) and was eted by chilean president ricardo lagos.
the apec economic leaders later stood in front of a fountain, wearing traditional chilean "chamantos" , posing for a group photograph.
the "chamanto" is a decorative, reversible -a light and a dark side - poncho woven in silk thread and wool, its entire contour finished with ribbon edging.
the apec economic leaders issued santiago declaration after the conclusion of the two-day meeting on sunday afternoon.
counter-terrorism cooperation
"terrorism is our common enemy," hu said. the international community have exerted positive efforts and strengthened cooperation in eliminating the threats posed by terrorism.
china opposes all forms of terrorism and supports apec in giving ater play in its advantages, continuing to focus on economic and trade cooperation while stepping up practical cooperation with capacity-building as the first step, striving to create a stable and secure environment for the economic development and trade investment of the asian-pacific region, the chinese president said.
"i welcome the apec cooperation to crack down on corruption. it is hoped that all members will follow the principles of equality, mutual benefit, respecting differences and emphasizing practical results and strive for substantive pross in anti-corruption cooperation in the areas of capacity-building, prosecuting offenders and tracing and recovering the proceeds of corruption," hu noted.

china will set up an asia-pacific finance and development center, providing a platform for asia-pacific economies to step up exchanges and capacity-building, hu said.
he urged the apec member economies to deepen their mutually-beneficial cooperation in the promotion of an asia-pacific community.
the chinese president said chile, the host, chose this year's theme of apec economic leaders' meeting as "one community, our future", thus well reflected the wishes of the apec members.
"common interests and common future require us to shoulder common responsibility and exert joint efforts." hu said. "we should grasp the opportunities brought about by economic globalization and regional integration process, take full advantages of the apec platform to learn from each other, push forward closer and mutually beneficial economic and trade cooperation, for the sake of laying a solid foundation for achieving sustainable common development."
trade and investment liberalization and facilitation (tilf) and economic and technical cooperation are the two priorities of apec. "we should lose no time in implementing 'bogor goals', which provides us with guidelines and measurement for tilf in the asia-pacific region," hu noted.
economic and technical cooperation centered around capacity-building should be further strengthened since it helps developing members to achieve long-term economic growth and sustainable development.
conducting policy dialogue on energy
the chinese president proposed that the apec step up efforts in the energy field, conduct policy dialogue and deepen cooperation among members in improving energy efficiency, developing alternative sources of energy and providing affordable energy products to the poor.
in his speech, the chinese president also urged the apec member economies to adopt effective measures to maintain the good momentum of global and regional economic growth.
the apec members need to adopt proactive and effective macroeconomic policies and regulatory measures in light of their respective conditions, increase dialogue and coordination, deepen regional cooperation and make joint efforts to facilitate and maintain world economic growth, said the chinese president.
"we should work hard, with sincerity and flexibility, to bring about substantive results of the new round of wto negotiations at an early date, cut back on our differences and frictions, and create an equitable and win-win environment for trade and investment," hu said.
as a developing country, china will strive to keep sustained, fast, coordinated and healthy development of economic growth, and contribute to the asia-pacific and world economy, the chinese president pledged.
china's stance on apec's future development
the chinese president said the apec should stick to its general direction of economic cooperation.
this year marks apec's 15th anniversary. and the apec should follow its unique cooperation pattern by observing such principles as respect for differences, equality, mutual benefit, voluntary participation and consensus, he said.
"it should continue to take the road of gradual pross and lose no time in carrying out the relevant initiatives. it should keep pace with the times and actively adapt itself to the changing situation in the asia-pacific region," the chinese president said.
at the same time, it should optimize the allocation of resources, improve efficiency and make cooperation more effective, he added.
china, as a member of the asia-pacific big family, is a steadfast force in maintaining world peace, promoting common development and pushing forward international cooperation, hu said.
"china will stick to the path of peaceful development and is ready to seek common development and prosperity with other apec members," hu said. "we will contribute to peace and development of the asia-pacific region and the world at large through our own development."
with sustained development of china's economy, china will expand its contribution to both asia-pacific and global economic growth, hu noted.
the chinese president arrived here thursday for a state visit to chile and attending the 12th apec economic leaders' meeting.
the apec was set up in 1989 in response to the growing interdependence among asia-pacific economies and to the need to advance asia-pacific economic dynamism and sense of community.
it now groups australia, brunei, canada, chile, china, chinese hong kong, indonesia, japan, south korea, malaysia, mexico,new zealand, papua new guinea, peru, the philippines, russia, singapore, chinese taipei, thailand, the united states and vietnam.
the organization accounts for more than a third of the world's population with about 2.6 billion people, nearly 60 percent of the world gdp with about 19 trillion us dollars and about 47 percent of world trade. it also represents the most economically dynamic region in the world generating nearly 70 percent of global economic growth during the last 10 years. the 13th apec economic leaders' meeting will be held in busan, south korea on nov. 18-19 , next year.

很高兴同大家相聚圣地亚哥。我感谢拉戈斯总统和智利政府为本次所做的精心准备和周到安排。当前，国际形势总体缓和。谋求和平与发展、加强对话与合作，是各国人民的普遍愿望。世界经济加快增长，区域合作方兴未艾。但天下并不太平，热点问题此起彼伏，恐怖事件接连发生；石油市场剧烈波动，全球经济增长势头面临挑战。总的看，国际社会在维护世界和平、促进共同发展方面仍然任重道远。
在过去一年里，亚太地区经济快速回升，但也存在一些不确定因素。资源和环境压力加大，宏观经济调控和结构调整任务艰巨，非传统安全威胁突出。随着经济全球化不断发展，我们各成员利益相互交织、命运彼此依存。应对挑战需要集体行动，合作共赢是我们的共同选择。我们要抓住机遇、迎接挑战、见微知著、未雨绸缪，共谋亚太长久发展大计，开创区域合作新局面。我认为可以主要从以下三个方面入手。
第一，采取有效措施，保持全球和区域经济发展势头。保持经济不断增长，事关本地区及全球实现持久和平和持续发展。亚太成员应该根据各自的不同情况，采取积极有效的宏观经济政策和调控措施，加强相互对话和协调，深化区域合作，致力于促进和保持世界经济增长，为实现共同发展而努力。一是要拿出诚意，显示灵活，促进世贸组织新一轮早日取得实质性成果。二是要加强协调和对话，减少分歧和磨擦，消除歧视和偏见，创造公平、共赢的贸易投资环境。三是要共同维护世界能源市场稳定，为实现世界经济平稳运行和持续增长创造有利条件。作为一个发展中国家，中国将努力保持经济持续快速协调健康发展，为促进亚太及世界经济发展作出贡献。为消除能源问题对亚太和全球经济增长的制约，我建议亚太经合组织加强这一领域的工作，开展政策对话，就提高能效、开发新能源和解决贫困人口的能源供应等问题深化合作。
第二，深化互利合作，推动建设亚太大家庭。东道主智利将今年亚太经合组织领导人非正式的主题确定为“一个大家庭，我们的未来”，体现了时代要求，反映了成员愿望。共同的利益、共同的未来，要求我们承担共同的责任、作出共同的努力。我们应该抓住当前经济全球化和区域一体化进程加快带来的机遇，充分利用亚太经合组织这一舞台，相互学习借鉴，彼此取长补短，推动成员间更紧密的经贸往来和互利合作，为实现可持续的共同发展打下更加坚实的基础。
贸易投资自由化和便利化、经济技术合作，同是亚太经合组织的两大工作重点。我们要兼顾发达成员和发展中成员的需要，平衡推动有关工作。茂物目标是亚太贸易投资自由化和便利化进程的指针，是公众和工商界衡量我们工作的一个重要标尺。我们应该抓紧实施，毫不动摇地加以推进，确保如期实现。在东道主智利主持下，今年亚太经合组织在自由贸易安排领域开展了一些有益工作。各成员还就促进贸易自由化和便利化的圣地亚哥倡议达成共识，我们表示欢迎。
经济技术合作的核心是能力建设。这对于促进各成员特别是发展中成员经济长期增长、实现可持续发展和增强抗风险能力很有帮助。在这一方面，加强财经和发展领域的合作十分重要。我愿宣布，中国将成立亚太财经与发展中心，为亚太大家庭各成员加强在该领域的合作和能力建设提供一个平台。
第三，加强反恐合作，营造和平稳定的地区环境。恐怖主义是我们的共同敌人。国际社会为消除恐怖主义的威胁作出了积极努力，开展了大量合作。近来发生在俄罗斯和印尼的恐怖事件再次表明，恐怖分子无孔不入，国际反恐形势仍然严峻。对恐怖主义，我们应该同仇敌忾、坚决斗争。在反恐合作中，我们应该紧密团结、齐心协力。我相信，只要我们多管齐下、标本兼治、加强合作、不懈努力，就会不断取得新成果。
中国反对一切形式的恐怖主义。我们支持亚太经合组织发挥自身优势，在坚持以经贸合作为重点的同时，从能力建设入手，根据各成员的实际情况，开展务实合作，努力为亚太地区的经济发展和贸易投资活动创造一个安全稳定的环境。
我欢迎亚太经合组织开展反腐败合作。希望各成员本着平等互利、尊重差异、注重实效的原则，在能力建设、将腐败分子绳之以法、追缴和返还腐败资产等方面取得实质性合作成果。
今年是亚太经合组织成立１５周年。１５年来，亚太经合组织在推动地区贸易和投资自由化、经济技术合作方面发
挥了积极作用。当前，全球及亚太形势发生了很大变化，亚太经合组织的自身发展也到了一个重要关头。回首过去，展望未来。亚太经合组织的下一步发展应该努力做到以下几点。
——坚持经济合作为主的方向。这是亚太经合组织成立的初衷，也是新形势下推动各成员发展的现实需要。亚太经合组织应该有所为有所不为，扬长避短，这样才能不断提高在亚太区域合作中的影响力。
——坚持独特的合作方式。亚太地区的和现实状况丰富多彩，各成员的利益和关切各不相同。这需要我们遵循尊重差异、平等互利、自主自愿、协商一致的原则，妥善处理成员之间的分歧，照顾彼此的关切，寻求利益汇合点，以保持亚太经合组织的凝聚力和向心力。——坚持循序渐进的前进道路。目标确定后，关键是落实。我们应该本着共同投入、共同受益的原则，稳步推进合作，兑现承诺，切实为本地区人民带来好处。这是亚太经合组织保持活力、历久弥新的有效保障。——坚持与时俱进的改革精神。亚太经合组织要适应当前亚太地区的形势变化，根据实际需要和成员要求，稳步深化合作内容，加强同工商界的互动。同时，还要优化资源配置，提高工作效率，增强合作效能。只有这样，才能始终保持亚太经合组织的生命力。

今年以来，中国经济继续保持快速增长的势头，但经济运行中也出现了一些矛盾和问题。中国政府及时、果断地采取了一系列加强和改善宏观调控的政策措施，通过结构调整、深化改革、转变增长方式，促进经济社会协调发展，解决发展中出现的问题。我们采取的宏观调控政策措施已取得积极成效。我们完全有信心实现经济社会发展的预期目标。
中国是亚太大家庭的一员，是维护世界和平、促进共同发展、推动国际合作的坚定力量。中国坚持走和平发展道路，愿意与亚太各成员共谋发展繁荣。我们通过自身的发展，为亚太及世界的和平与发展作出贡献。随着中国经济的不断发展，中国对亚太及全球经济增长的贡献将不断扩大。
