  the aim is to prevent disasters from happening and, when they do occur, ensuring clean-up operations can get started quickly.

  the antarctic became the world's first and only demilitarized continent with a 1959 treaty under which all signatory countries agreed to suspend their claims. china became a treaty member in 1993.
